Doug is a qualified Mechatronic Engineer (BEng Hons, Curtin University) with more than 26 years’ global experience across the resources, mining and infrastructure sectors. Doug has delivered complex processing plant projects at every stage of the lifecycle — from concept to feasibility and execution of greenfield projects, brownfield refurbishments, upgrades, construction and commissioning of multi-billion-dollar facilities. Doug’s experience includes precious and base metals, rare earths, high-purity materials and oil & gas developments in Australia, Zambia, Malaysia, Central and North America. Most recently Mr Flanagan was Chief Operating Officer at Element 25 Limited (ASX:E25) and CEO – High Purity Metals Division at King River Resources Limited (ASX:KRR) where he led the high-purity alumina project. His proven expertise will be instrumental in the successful delivery of Horizon Minerals’ Black Swan Processing Hub and its conversion to a key regional gold processing centre.
